The Energy and Resource Facilities Department is mainly engaged in the planning and design of waste treatment facilities, operation management, integration of industrial energy resources, circular economy, and guidance on the utilization of renewable energy.
According to the experience in the design and operation supervision and management of more than 10 municipal refuse incineration plants in Taiwan, the planning and design of refuse treatment facilities will be optimized with the concept of a new generation plant in response to the requirements of refuse characteristics, power generation efficiency and regulatory standards. Besides, We can also provide one-stop service of supervision and operation management during plant construction and operation.
In the field of energy resource integration and renewable energy utilization, We can provide the technical consultants and consulting services about circular economy-related policy development, industrial symbiosis/energy resource integration and recycling planning and matching links, regional energy resource supply centers, biomass energy and solid renewable fuel manufacturing , construction of waste-to-energy facilities, energy conservation and carbon reduction assessment etc.

Project Showcase

  • Miaoli County Waste Recycling Treatment Overall Park Project in 2020

Miaoli Waste Incineration Plant was commissioned by ECOVE Miaoli Energy Corp. to operate in accordance with the "Act for Promotion of Private Participation in Infrastructure Projects" until February 2028. Environmental Protection Administration established a diversified waste treatment plan in 2017 to assist local governments in solving waste disposal problems. Through resource inventory, facility integration and actual needs, Miaoli County proposes the overall planning vision of the waste recycling treatment park, realizes waste disposal on-site and implements recycling economy policies.

  • Feasibility study and preliminary design for Macau Refuse Incineration Plant 3rd Phase Expansion Project

The waste treatment in Macau is mainly relied on Macau Refuse Incineration Plant and Hazardous Waste Integrated Treatment Center. Two of the incinerators located in Macau Refuse Incineration Plant were built and started operation at 1992 and 2008, whereas the Hazardous Waste Integrated Treatment Center was built and started operation at 2007. Due of the rapid economic development, the increase of tourist and migrant workers in Macau leads to the dramatic increase of solid waste generation. Comparing to the amount of the waste in 2013, the amount of the waste in 2014 had increased by 15.3%. This consequence makes a great pressure on the operation of Macau Refuse Incineration. On the other hand, Macau Refuse Incineration Plant and Hazardous Waste Integrated Treatment Center are facing the problem of low performance and reliability owing to the service life. Under the pressure of solid waste increasing and the waste treatment facilities getting elderly, it is very imperative to increase the waste treatment facilities in Macau. In addition to the solid waste, the amount of the sludge might increase after completing the revamping of wastewater treatment. It is estimated that the amount of sludge which is needed to be treated will be over 250 t/d. The current sludge treatment in Macau which is treated by Co-Incineration (incinerating the dewater sludge and solid waste together) might not sufficient for the future. To summarize, it is very necessary to conduct study and design for the expansion of the municipal refuse incineration plant, hazardous waste treatment facility and sludge incineration facility. So Consultores de Engenharia Sinomac. Limitada entrust Sinotech Engineering Services, Ltd. to conduct “the Feasibility study and preliminary design for Macau Refuse Incineration Plant 3rd Phase Expansion Project” as the basis for subsequent expansion projects.
