Project Description：
Miaoli Waste Incineration Plant was commissioned by ECOVE Miaoli Energy Corp. to operate in accordance with the "Act for Promotion of Private Participation in Infrastructure Projects" until February 2028. Environmental Protection Administration established a diversified waste treatment plan in 2017 to assist local governments in solving waste disposal problems. Through resource inventory, facility integration and actual needs, Miaoli County proposes the overall planning vision of the waste recycling treatment park, realizes waste disposal on-site and implements recycling economy policies.
Scope of Services：
- Collecting the current status of waste treatment and assessing future waste treatment needs.
(1) Collect all kinds of waste treatment situation in the past 5 years; (2) Analysis of the trend of waste change in the past 5 years; (3) Evaluate the needs of various waste treatment in the future; (4) Forecast the waste treatment capacity of the country in the future; (5) Understand the operation of each processing facility in Miaoli County.
- Collect domestic and foreign cases of waste treatment park, cases of incineration plant replacement and waste treatment technology to evaluate the feasibility of future application in Miaoli County.
(1) Collect cases of waste recycling treatment park for reference for policy promotion; (2) Collect waste treatment technology application data; (3) Comment on the characteristics, application methods and limitations of waste treatment technology; (4) Suggest the future application of new technology in Miaoli Plant; (5) Suggest follow-up promotion Ash recycling method
- Develop a long-term strategy for waste and waste treatment park project planning
(1) Propose countermeasures and supporting measures for waste treatment; (2) Develop follow-up promotion methods for Miaoli Plant contract expiration; (3) Project planning for the waste treatment park; (4) Decide the basic functions and parameters of each facility; (5) The engineering plan includes the land area, plant scale, water and electricity demand, treatment process, plane configuration, and flow planning; (6) Cooperate with the diversified waste treatment plan to assist in budget preparation and application; (7) Administrative tasks of site planning.
- On-site data collection, geological drilling and site measurement
(1) Natural environment, land use conditions, public facilities systems, potential risks of natural disasters; (2) Geological drilling, testing and report writing; (3) Handle landfill site topography measurement and landfill volume calculation.
- Cooperate with related meetings and provide equipment needed for the implementation of the project
