  The Environmental Assessment and Planning Department I is responsible for environmental impact assessment, environmental monitoring, noise prevention and air pollution prevention and control.
  The department actively cooperates with the feasibility study experts to participate in the environmental planning and assessment of major constructions. The core expertise of this Department includes assessment models for air, water, noise, and soil, as well as environmental monitoring during construction stages. Domestic and international work experiences include: power generation facilities, petrochemical plants, waste treatment facilities, hydro-engineering projects, transportation projects, and industrial park developments. The quality reputation of this Department has been evaluated by the Environmental Protection Agency as a Class A environmental assessment agency, and is listed in the international invitation vendors of the Macao Environmental Protection Agency with the British and American companies. The restoration of the Danshui River ecosystem over the past decade and the yearly revival of bats in the Huwei Park are excellent examples of our accomplishment in such projects.
  We also provide the most comprehensive air pollution prevention services to our clients: from atmospheric dynamics, air pollution modeling, monitoring, and source identification, to hazardous pollutant analysis, emission reduction technology, air pollution fees, and emission cap control strategies. After 20 years of efforts, the ozone concentration in Taiwan was finally compliant with the standards and the concentrations of harmful pollutants such as Dioxins have also reduced by more than 90%. The Environmental Assessment and Planning Department I is honored therewith. Our clients include competent environmental protection authorities, the Institute of Transportation, the Industrial Development Bureau, and power, steel, and port companies. Project Showcase

  • Study on the Emission Characteristics of PM₂․₅ and Heavy Metals in Thermal Power Plants.

      This research investigated the environmental impact of thermal power plants’ PM₂․₅ and heavy metals emission through stack sampling, air quality monitoring, effluent sampling and health risk assessment.
      This research also analyzed PM₂․₅ ambient concentration change and the corresponding trend of lung cancer and lung adenocarcinoma patients amount in National Health Insurance research databases to understand the correlation between PM₂․₅ ambient concentration and respiratory disease.

  • The Environmental Monitoring Program for the Erlin Park of Central Taiwan Science Park

      The Erlin Park of Central Taiwan Science Park is located between the Wan-Xing Farm and Da-Pai-Sha Farm of the Taiwan Sugar Company. The west location about 6.3km is the Yuan-Lin intersection of Formosa Freeway, the north location is Changhua County Road No.148 (Erxi Road), the south location is Changhua County Road No.150 (Dauyuan Road), the west location is Changhua County Road No.143 (Erxi Road), the east location is Taiwan Road No.19 (Changshui Road). The total area of Erlin Park is about 631 ha.

  • Beigan Airport Runway Improvement Project Environmental Impact Assessment

      During the foggy season or poor weather of Matsu, the Beigan Airport often suspends take-off and landing operations or cancels flights, due to visibility lower than the take-off and landing limit. In recent years, the Civil Aeronautics Administration and the Lienchiang County Government have been continuously researching and analyzing ways to improve the flight environment of Matsu. Through the research and analysis of the "Beigan Airport Runway Improvement Assessment and Comprehensive Planning", the master plans and local appeals have been incorporated into the comprehensive planning as references for research and analysis. According to the planning, it proposes the best feasible runway improvement plan and continues to handle the comprehensive planning for airport improvements. The plan of extending the Beigan Airport runway to the south is adopted, due to the following benefits: 1) the ATR72 aircraft can take off with full load, 2) the estimated visibility limit can be reduced from the current 2,400 meters to 1,400 meters, 3) flight cancellation rate in the foggy season can be reduced from 12.2% to 4.8%, all of which significantly decrease invalid flight rates. In addition, the new terminal area is planned based on the new site of Feng-Shan. To improve the overall aviation reliability of the airport, the flight environment will be upgraded and a complete air freight service outside of Matsu will be constructed. The international competitiveness of Matsu's local businesses and tourism will be greatly enhanced as a result.
      The project is jointly undertaken by Sinotech Engineering Services ltd. and Sinotech Engineering Consultants ltd. In May 2020, the environmental impact assessment related operations were started, and the open meeting for the preparation phase of Beigan Airport Runway Improvement project's environmental impact statement was held at the Beigan Township in March 2021. Currently, the environmental impact statement is under review by the Environmental Protection Agency.

  • Environmental impact assessments of Double-track Railway Electrification Project in Hualian and Taitung region

      The scope of the project, which from Hualian Station on Eastern Trunk line to Zhiben Station of South-link line, total in length of 162.5 km (Curve cut-off). After excluding the 49.85 km of the dual-track engineering section of the bottleneck section that has been completed, the actual single-track route requires the dual-track engineering to be approximately 112.65 km in length.
      The goal of this project is to build a new track right next to the original track, aim to fulfill the goal of whole line Double-track system.
      The Construction item, including station and minimum railway curve radius improvement, Embankment/ Cut engineering, Bridge and culvert engineering, Hualien Machinery and railway depot Improvement, Drainage, Mechatronic systems works.

  • Environmental Impact Assessment for Construction of Ciaotou Science and Technology Park in Kaohsiung New Town

      To meet the needs of industry and facilitate investment policy, the Ministry of Science and Technology is promoting development of Kaohsiung New Town for construction of the Ciaotou Science and Technology Park, which was approved by the Executive Yuan on 6 December 2019. The project will provide sufficient land for development and considers economic growth over the next decade. The new science park will be located near National Kaohsiung University of Science and Technology, which can closely collaborate with scientific research units and staff that can assist in the R&D and manufacture of new products. In addition, establishing the new science park in Kaohsiung New Town will generate employment opportunities to complement adjacent residential areas and local businesses. Spurring business growth can address the current low rate of development in the Kaohsiung New Town phase I area.
      Services were performed to assist in completing the phase II environmental impact assessment, and were based on the work and environmental investigation items determined in meetings as falling within the phase II EIA scope.

  • First Phase Route of Commuter Rail Construction between Keelung and Nangang (Keelung Metro)

      The first phase route of Keelung Metro extends from Badu to Nangang. In response to the development of the Keelung river corridor and the greater Xizhi industries, the Keelung Metro connects to the Minsheng - Xizhi metro line with a medium capacity metro system to form a complete metro network between Taipei city, New Taipei city, and Keelung city. This network provides commuting services in the Keelung area and diverts the transportation capacity pressure of the Taiwan Railway. Also, this network plans to improve the transfer program to effectively lead the country to sustainable development opportunities. In accordance with the Environmental Impact Assessment Act and the relevant regulations, various investigations and analysis needs to be carried out including, investigations on the current environmental situation, environmental impact analysis on developmental activities, protection measure and alternative planning establishments, etc. Upon completion, this network will drive domestic output values, promote industrial transformations and improvements, enhance the quality of life, and other indirect benefits.
