Beigan Airport Runway Improvement Project Environmental Impact Assessment

Project Description:
  During the foggy season or poor weather of Matsu, the Beigan Airport often suspends take-off and landing operations or cancels flights, due to visibility lower than the take-off and landing limit. In recent years, the Civil Aeronautics Administration and the Lienchiang County Government have been continuously researching and analyzing ways to improve the flight environment of Matsu. Through the research and analysis of the "Beigan Airport Runway Improvement Assessment and Comprehensive Planning", the master plans and local appeals have been incorporated into the comprehensive planning as references for research and analysis. According to the planning, it proposes the best feasible runway improvement plan and continues to handle the comprehensive planning for airport improvements. The plan of extending the Beigan Airport runway to the south is adopted, due to the following benefits: 1) the ATR72 aircraft can take off with full load, 2) the estimated visibility limit can be reduced from the current 2,400 meters to 1,400 meters, 3) flight cancellation rate in the foggy season can be reduced from 12.2% to 4.8%, all of which significantly decrease invalid flight rates. In addition, the new terminal area is planned based on the new site of Feng-Shan. To improve the overall aviation reliability of the airport, the flight environment will be upgraded and a complete air freight service outside of Matsu will be constructed. The international competitiveness of Matsu's local businesses and tourism will be greatly enhanced as a result.
  The project is jointly undertaken by Sinotech Engineering Services ltd. and Sinotech Engineering Consultants ltd. In May 2020, the environmental impact assessment related operations were started, and the open meeting for the preparation phase of Beigan Airport Runway Improvement project's environmental impact statement was held at the Beigan Township in March 2021. Currently, the environmental impact statement is under review by the Environmental Protection Agency.
