Project Description：
The Southern Taiwan Science Park Bureau, Ministry of Science and Technology (STSPB) set up the "Southern Taiwan Science Park-Tainan Science Park Resource Recycling Center" (TSCRRC) for the treatment of refuse, general industrial waste and hazardous waste generated by the institutions in the Southern Taiwan Science Park. The treatment facilities of TSCRRC, including the first-phase incineration system, physical and chemical treatment facilities and solidification and stabilization treatment system, had been completed in 2013 and have since being in operation.
As the occupancy rate of the Southern Taiwan Science Park grows year by year (currently reaching 97%), the waste treatment capacity of the existing first-phase incineration system is already insufficient, so STSPB intends to put in place the plan for construction of the second-phase incineration system of TSCRRC, and entrust Sinotech Engineering Services, Ltd. with the preliminary planning work, as the basis for the follow-up promotion of the construction project of STSPB.
Scope of Services：
- Assessment and Recommendations of Design Requirements
(1) Study of waste sources, content and quantity
(2) Evaluating of options for construction plan of second-phase incineration system
- Developing design guidelines for
(1) Planning of waste heat power generation facility
(2) Maximum emission assessment
(3) Modification of the content of the original environmental impact assessment
(4) Study of the relevant laws and regulations
- Plant configuration and spatial planning
(1) Waste storage capacity requirements and planning
(2) Facilities allocation and preliminary plant layout
(3) Site plot plan with peripherals
- Preliminary planning for new construction of the second-phase incineration system
(1) Basic requirements and process configuration
(2) Evaluation of Relevant technologies (including: waste receiving and feeding, incinerator, energy recovery, flue gas treatment, bottom ash treatment and recovery, fly ash treatment, wastewater treatment and reuse)
(3) Geological drilling and survey
(4) Preliminary planning of building structure
- Evaluation of the upgrading and improvement of the existing first-phase incineration system and the integration with the second-phase incineration system.
- Evaulation and recommendation of procurement strategy and preliminary scheduling of construction plan
- Preliminary proposal of project budget and annual distribution proposal Preliminary construction cost estimate and year-by-year budget allocation
- Financial plan, lifetime planning and operation, maintenance and management strategy
