To enhance the effectiveness of promoting Public-Private Partnership (PPP) projects in Chiayi County and strengthen the practical experience of the responsible units in PPP mechanisms and contract management, the Environmental Facilities Management Division of the Chiayi County Environmental Protection Bureau (EPB) organized the “2025 Experience Exchange on Outstanding PPP Projects and Domestic Incineration Plant Site Visit” from July 23 to 25, 2025, with the planning and execution entrusted to Sinotech Engineering Services, LTD. The event combined experience-sharing sessions and on-site visits, inviting relevant county government units and project staff to participate. Through successful case sharing and inter-county exchange, the program aimed to enhance the county’s capabilities in PPP project planning and contract management.
The event featured former PPP Division researcher Ms. Lin Chia-Jung as the lecturer. Her session covered contract management procedures throughout the project lifecycle, from construction to operation, including progress and quality inspections, financial reviews, contract management meetings, document control, and performance evaluation, with an emphasis on contract compliance and risk prevention. She highlighted that a comprehensive contract management process ensures public construction projects are completed on time and with quality, maintaining uninterrupted public services, and also lays a solid foundation for asset transfer and future Golden Thumb Award (GTA) applications.
In addition, the event invited Mr. Lee Yung-Min, Section Chief of the Waste Management Planning Section, New Taipei City Environmental Protection Bureau, to share the experience and award-winning journey of the “New Taipei City Xindian & Shulin Refuse Incineration Plants Reconstruction and Operation Transfe (ROT) Project.” This project is the first ROT PPP case for incineration plants in Taiwan and pioneered a dual-plant combined tendering model, which maximized local public benefits while reducing administrative workload for the authority. The project ultimately won the 21st Golden Thumb Award (GTA) for Excellence and Innovation. Section Chief Lee presented the project’s full journey from feasibility study, contract management, and unique contributions to the final performance outcomes, providing valuable reference experience for future PPP promotion and GTA applications in Chiayi County.
Through this experience exchange and site visit, Chiayi County project staff gained a comprehensive understanding of the PPP process from planning, tendering, and construction to operational management, and directly received practical insights for Golden Thumb Award applications. This visit not only supports the future GTA application for the Lucao Refuse Incineration Plant Reconstruction and Operation Transfer Project, but also offers substantial benefits for other public construction projects in the county.Sinotech Engineering Services, LTD. will continue to assist the EPB in enhancing PPP project execution quality, maximizing the benefits of public construction, and advancing toward sustainable environmental management and high-quality public services.
