【Repost from the EPA】New Targets for Second Group of Emission Sources Required to Undergo Inspection and Registration of Total Emissions

The EPA announced amendments to the first group of emission sources required to undergo inspection and registration and added targets to the second group. New targets are manufacturers with factories/plants whose combined direct emissions from fossil fuel burning and indirect emissions from electricity usage reach 25,000 metric tons of CO2e or more. This mandate will take effect on 1 January 2023, and 250 enterprises will be included in the second group.

The first group of sources required to undergo inspection and registration, announced in 2016, include industries like power generation, steel manufacturing, oil refineries, cement, semiconductors, and thin film transistor liquid crystal display (TFT-LCD). Other targets are factories/plants that annually produce 25,000 metric tons or more of CO2e from fossil fuels. Targets are mandated to complete inspection and registration of their total emissions of individual factories/plants in the previous year by 31 August of the following year. Based on the statistics, 287 sources in 2020 were required to register their emission amounts for inspection in 2021. They had emitted 223 million metric tons of CO2e, or approximately 78% of Taiwan’s total emissions.

To expand and strengthen controls on greenhouse gas emission sources and amount, roughly 250 enterprises will bspection and registratie added to the second group of sources required to undergo inon. Most are parts manufacturers for electronic products, but others include enterprises in industries like chemical materials manufacturing, textile, basic metals, and manufacturing of non-metal mineral products. The EPA will notify and provide assistance to these enterprises individually, helping them complete mandated inspection and registration smoothly next year.

Currently, the Ministry of Economic Affairs is assisting new legal organizations in applying to become inspection institutes. Moreover, the EPA is organizing classes in the second half of 2022 to expand Taiwan’s carbon audit capacity by training new inspectors of carbon emissions. This shows the EPA’s active initiative to increase manpower on emission inspection and respond as early as possible to adjusted carbon regulations and policies as well as market demands.
