Sinotech Engineering Consultants and Sinotech Engineering Services have joined hands in the "New Taipei City Xindian and Shulin Waste Incineration Plant Rehabilitate-Operate-Transfer Project", which was honored with the Excellent and Innovative Awards at the 21st Golden Thumb Awards by the Department for the Promotion of Private Participation, Ministry of Finance. On December 1st of this year, Chairman Chen Shen-Hsien of Sinotech Engineering Consultants and President Sun Shih-King of Sinotech Engineering Services received the awards on behalf of their respective companies.
Since 2013, Sinotech Engineering Consultants has been assisting the New Taipei City Environmental Protection Bureau in the "Xindian and Shulin Incinerator Performance Evaluation and Feasibility Study." The project was tendered through the PPP method, setting a precedent in Taiwan for the Rehabilitate-Operate-Transfer (ROT) model for incineration plants. Subsequently, Sinotech Engineering Services took over the project management responsibilities. The benefits and outcomes of this project include the establishment of the first domestically reconstructed waste incinerator through the PPP approach, serving as a model adopted by various counties and cities. In terms of technology, the project draws on international experiences in incinerator rehabilitation and retrofitting, incorporating the latest prevention and control technologies to align with global standards. Throughout the incinerator reconstruction period, Sinotech Engineering Services also played a role in supervising and managing the construction, as well as participating in planning tasks such as waste scheduling, ensuring the timely and high-quality completion of the entire reconstruction project.
Currently, Sinotech Engineering Services is assisting the project management of 5 other incineration plants, namely the Bali Plant in New Taipei City, the Lucao Plant in Chiayi, the Renwu Plant in Kaohsiung, the Gangshan Plant in Kaohsiung, and Kanding Plant in Pingtung. The goal is to leverage the experience gained from these projects to once again vie for the prestigious Golden Thumb Award and recognition.
