Introduction

The Ministry of Environment (MOENV) held the 2025 Joint Awards Ceremony for Waste-to-Energy Plants, Incineration Recycled Aggregates, and Food Waste Recycling Programs on June 24, 2026. As Taiwan's premier annual event recognizing excellence in environmental infrastructure management, the ceremony honored outstanding local governments and facilities for their achievements in waste management and resource circulation.
Local environmental protection bureaus and waste-to-energy plants (municipal solid waste incineration plants) that have long received operational supervision and technical consulting services from Sinotech Engineering Consultants, Ltd. received a total of 11 major awards, demonstrating the Company's outstanding contributions to environmental governance and sustainable infrastructure management. The awards included Distinguished Awards, Excellent Awards, and Special Awards, recognizing Sinotech's professional support in helping local governments improve facility management through digital technologies, energy conservation and carbon reduction, and circular resource utilization.

 

Leading Waste-to-Energy Plants Through Smart Operations and Low-Carbon Transformation

Sinotech has continuously assisted waste-to-energy plants in introducing advanced operational management and optimization technologies to enhance facility performance.
The Xindian Waste-to-Energy Plant in New Taipei City has adopted an AI-based combustion control system, maintaining stable operations while keeping air pollutant emissions well below regulatory standards. The plant also achieved a record-high electricity generation per metric ton of waste.
The Shulin Waste-to-Energy Plant, which has been in operation for nearly three decades, has maintained outstanding treatment performance through comprehensive preventive maintenance while reducing its annual carbon emissions by 7.8%.
Meanwhile, the Chiayi County Sustainable Circular Center has successfully completed major facility upgrades, including replacement of core equipment and optimization of air pollution control systems, achieving the nation's highest electricity generation per metric ton of waste processed. These accomplishments demonstrate Sinotech's expertise in supervising facility modernization and supporting low-carbon transformation.

 

Supporting Local Governments to Achieve Excellence in Environmental Governance

In addition to providing supervisory consulting for waste-to-energy plants, Sinotech has served as a trusted technical advisor to local governments in strengthening environmental governance.
The Changhua County Environmental Protection Bureau established a rigorous waste inspection and rejection management system, achieving a 30% reduction in municipal solid waste generation while reducing key air pollutant emissions by 36%.The Miaoli County Environmental Protection Bureau has maintained excellent facility performance under comprehensive operational oversight, achieving plant operating rates exceeding 93% for five consecutive years while providing inter-county waste treatment support to help relieve regional disposal pressures.
Both award-winning local governments have received long-term plant supervision and operational consulting services from Sinotech, highlighting the Company's sustained contribution to improving municipal waste management performance.
