Transforming Incineration Fly Ash into Resources: Sinotech Engineering Services, ltd Assists the Ministry of Environment in Hosting the Forum on Innovative R&D and Operational Refinement of Fly Ash Washing Technologies

Introduction

The Ministry of Environment (MOENV) held the "Forum on Innovative R&D and Operational Refinement of Incineration Fly Ash Washing and Processing" on July 29, 2026. Jointly organized by the Environmental Management Administration and the Resource Circulation Administration of MOENV, and fully supported by Sinotech Engineering Consultants, Ltd. in event planning and technical coordination, the forum brought together 100 key representatives. Participants included officials from the Department of Water Quality Protection and the Industrial Development Administration (MOEA), local environmental protection bureaus, environmental engineering professional associations, academic experts, waste-to-energy plant operators, and circular economy industry leaders. 

Minister of Environment Peng Chi-Ming emphasized in his opening remarks that, in alignment with the "Resource Circulation Acts," municipal solid waste incineration fly ash must be reassessed from a end-of-pipe waste to a high-value renewable resource. The forum focused on three strategic pillars—"issue identification, regulatory review, and technical exchange"—to drive deep dialogues across three critical topics: 

● Strengthening Fly Ash Washing and Operational Risk Management: Exploring pollutant phase-change governance (such as heavy metals and chloride salts), water quality protection strategies, and proper management of wastewater and secondary sludge, aiming to establish standardized operational protocols that safeguard environmental safety. 

● Accelerating Fly Ash Resource Recovery and International Alignment: Analyzing the regulatory, procedural, and market adaptation challenges of advanced international commercial technologies (such as thermal melting and mineral carbonation), while discussing quality certification standards and mechanisms for integrating recycled products into public construction projects. 

● Promoting Technical Demonstration and Sandbox Frameworks: Evaluating the feasibility of introducing a regulatory sandbox framework to allow innovative technologies (e.g., rotary kiln sintering) to undergo commercial demonstration in controlled environments, building a practical pathway from laboratory testing to full commercial deployment.
