Ministry of Environment and Miaoli County Government Sign MOU on Circular Economy Park; Huanxing Technology Assists in Blueprint Planning

In response to the threats posed by climate change and sudden disasters, as well as Taiwan’s limited natural resources and heavy reliance on imports, the Ministry of Environment (MOE), in line with its Zero Waste Resource Circulation Strategy, has commissioned Huanxing Technology to assist in planning and promoting the “Climate Technology Circular Park.” Through collaboration between central and local governments, regional circular facilities will be established and integrated with climate technologies to build national resilience in resource circulation.

On January 16, Year 115 (2026), Minister Peng Chi-ming of the Ministry of Environment and Miaoli County Magistrate Chung Tung-chin signed a “Letter of Intent for Cooperation on the Establishment of Regional Circular Facilities.” Both parties announced that, through a public–private partnership model, a demonstration zone featuring “carbon reduction, waste reduction, and value creation” will be developed in Zhunan Township.

Central Government Introduces PPP Model to Leverage Private-Sector Capabilities
Minister Peng stated that, in order to accelerate park development and introduce innovative technologies, the Climate Technology Circular Park will prioritize Public–Private Partnership (PPP) mechanisms. Planned projects nationwide include circular resource facilities for bioenergy, black soldier fly processing, textiles, construction materials, and renewable fuel oil. Through public–private collaboration, operational efficiency can be enhanced while building a resilient resource circulation system, achieving a win–win outcome for both the national net-zero transition and industrial development.

Local Government Inventory and Revitalize Environmental Land, Turning Waste into Resources
Miaoli County Magistrate Chung noted that signing the cooperation agreement symbolizes a strong partnership between central and local governments in advancing the circular economy. The county government plans to use land in the Haikou section of Zhunan Township as the base for regional facilities, aiming to transform waste into valuable resources through advanced technologies, ease local waste treatment pressures, and revitalize land use.

Central and Local Governments Continue Joint Efforts to Build a Resilient Resource Circulation System
The Ministry of Environment emphasized that the Climate Technology Circular Park will be developed based on local industrial characteristics and resource circulation needs, in collaboration with various ministries, local governments, and circular economy industries. The initiative will connect scattered idle lands—such as areas surrounding incinerators, landfills, and recycling stations—as well as undeveloped environmental protection land within science parks and industrial zones, to establish circular facilities. This approach ensures resources are directed through the most feasible circular technology pathways, strengthens material circulation systems, and promotes high-value, localized resource recycling.

The signing ceremony symbolizes the firm commitment of both central and local governments to jointly advance this initiative, opening a new chapter of sustainable development where environmental protection and economic growth prosper together.
