Congratulations to Wu-Hsiung Zhou, Technical Manager of the Water Works Department, and Zhi-An Lin, engineer of the Energy and Resource Facilities Department, for receiving the “2022 Outstanding Engineer Award” and the “2022 Outstanding Young Engineer Award”, respectively, from the Chinese Institute of Environmental Engineering.
Wu-Hsiung Zhou, the Technical Manager of the Water Works Department, won the "2022 Outstanding Engineer Award" from the Chinese Institute of Environmental Engineering. On November 18, 2011, Mr. Zhou was praised at the 34th annual meeting held by the institute at Sun Yat-Sen University in Kaohsiung, and Associate Vice President Chih-Yuan Wang accepted the award on his behalf. Mr. Zhou has served the Sinotech Group since 1998 and was transferred to the Water Works Department of SES, Ltd. in 2016. Having served in the Sinotech Group for 24 years, he is currently the technical manager of the Water Works Department. At the beginning of Zhou’s career in Sinotech Group, he carried out air pollution control projects and has been involved in greenhouse gas reduction since 2011. The "Carbon Management and Carbon Footprint inventory, Counseling, and Verification Service for the Construction of Xibin Expressway fro m Badongliao to Jiukuaicuo section", which he was the supervisor of, won the first prize in the environmental reduction category of the 2018 "Global Road Achievement Award" of the International Road Federation. He also assisted Taipei City in planning the 2050 Net-Zero path in 2021, which was the first urban net-zero emission path planned in Taiwan.
Zhi-An Lin from the Energy and Resource Facilities Department has long assisted government agencies in the formulation of waste management policies and the evaluation of energy and resource reuse. In recent years, in response to the aging of the incineration plants and the need for transformation and upgrading, Mr. Lin has actively invested in the evaluation of the extension of the incineration plants, promotion of private investment, and turnkey project planning. Having rich practical experience, Mr. Lin also set a record of assisting Kaohsiung City to complete the contract signing of Renwu and Gangshan Plant Renovations in the shortest time. In these projects, Lin was able to request the contractors to voluntarily reduce pollution and emission, as well as the implementation of slag reduction and fly-ash reuse pilot testing, all in the form of "zero government investment". In addition, Mr. Lin has also assisted foreign governments in formulating waste disposal strategies, which promoted the exchange of knowledge internationally and increased the visibility of Taiwan’s environmental achievement.
