Yilan County’s critical waste management hub, the Lize Incineration Plant, is undergoing a historic Rehabilitate-Operate-Transfer (ROT) upgrade. On March 24, 2026, the Yilan County Government and Onyx Ta-Ho Lize Environmental Co., Ltd. officially signed the contract. Advised by Sinotech Engineering Services—with Vice President Hsin-You Lo attending the ceremony—the project secured NT$1.3 billion in private investment, marking a major milestone for Taiwan’s PPP initiatives and circular economy.

Although the 19-year-old facility consecutively won Ministry of Environment "Excellent" awards, it faced aging equipment issues. Sinotech tackled this by conducting rigorous asset assessments and formulating highly feasible financial plans and tender conditions. This precision successfully attracted Onyx Ta-Ho (a Veolia and Taiwan Cement joint venture) as the optimal applicant.

Under Sinotech’s guidelines, the upgraded plant will process over 190,000 metric tons of waste annually. It will maximize green energy by boosting power generation to 624 kWh/ton via upgraded condensers and steam turbines. Setting strict national benchmarks, it pioneers AI-assisted smart operations and introduces advanced catalytic filters, drastically reducing dioxin emissions to below 0.05 ng-TEQ/Nm³.

To address local NIMBY concerns, Sinotech prioritized ESG principles in the tender. Consequently, the operator will utilize waste heat to build a public indoor heated pool, while expanding the maintenance of surrounding windbreak forests and ecological parks to foster community inclusion.
